gcr.io being deprecated

Recommend replacing references to `k8s.gcr.io` with `registry.k8s.io` as `gcr.io` is being deprecated, see [this](https://cloud.google.com/artifact-registry/docs/transition/transition-from-gcr) note from Google Cloud and the explanation from k8s [here](https://kubernetes.io/blog/2022/11/28/registry-k8s-io-faster-cheaper-ga/).
