While this would be a good thing, it does not make sense to invest efforts. Dell disabled the option to control the fans since firmware 4.40.40.00 (see here: https://www.dell.com/community/en/conversations/systems-management-general/idrac-9-enterprise-will-not-downgrade-from-4404000-to-4401000/66b27a7740d71075c417d665)
Well, you still are able to speedup the fans by adding a base value, but lowering the fan speed below the dell default values is now impossible without a hardware solution.

There's a docker container to help with the fans. I'm running it and it works quite well. I'm lucky enough to be able to drop mine to 20% (still 4800rpm)...
