Tempest remap test failures

The ClimaCoreTempestRemap tests are now failing:

The issue was triggered by the latest release of TempestRemap (JuliaPackaging/Yggdrasil#7375) which links against a newer HDF5 (via NetCDF), which now includes MPI support.

The problem is that the tests run TempestRemap from inside an MPI job: I think this conflicts with the MPI we use on the system

We're now running into this on patch updates because an NCDatasets patch update now uses the newer HDF5.

The new NCDataset_jll comes with MPI support, that's probably the problem.

The ClimaCoreTempestRemap tests are all passing with relatively new versions of all relevant packages (e.g. here; see package versions below), so I think we're ok to close this.
