Save reduced diagnostics at start of reduction period

Currently reduced diagnostics are saved at the start of the next reduction period, requiring users to shift dates back to match other conventions. We should support saving reduced diagnostics at the start or the middle of the reduction period. I think the start of the period is most intuitive but we could save at the middle to match CF conventions or allow the user to define the behavior.
