Artisan commands not working

I've just installed this package and I followed the instructions on the "Getting started" page. However, I can't seem to get the artisan commands to work. I just keep getting this error:

ERROR There are no commands defined in the "soap:make" namespace.

I'm using php 8.2 and laravel 9.11

Any idea on this? Feels like I've tried everything and it should be simple enough, but the commands just seem to be missing.
