Just to tell you that Data Loader seems to work in 1.21.5! Tried on singleplayer to create a new world with the experiments tweaked on in config, showed as enabled on the datapack screen.
Just didn't tested if this works on dedicated server yet.
Regardless, i think you can mark it as compatible with 1.21.5 on Modrinth
