"Info" tooltips stopped functioning in most recent browsers

Problem
Clicking or hovering the mouse over the [i]nfo buttons in the left sidebar (link: #explanation-1/2/3...) does nothing.

Expected Result
Tooltip should appear when clicking or hovering over the [i]nfo buttons.

Reproducible?
Yes, with Google Chrome v142.0.7444.176 and Firefox 142 and later.

Just a note to say we were also alerted to this (McMaster University). Thanks for making a ticket @dmwarren - we will be following closely to see if there is a fix. Our web developer is also looking into this.
