create runbook for ops dashboard alert

if mainnet approved SPs drops and we get an alert, anyone on our team needs to know, step by step, how we nail down root cause and verify whether its a dealbot, single SP, or other failure.

I'm going to add a section to the runbooks landing page for MCP setup and "using an agent to investigate issues"

Sweet - good stuff. I wasn't aware of https://www.notion.so/filecoindev/Dealbot-Runbooks-358dc41950c18101867bda2d6a6a8f8f . On the surface looks good.

Two things:

1. Make sure the agents helping generate the content keep it crisp and think about maintainability of all the content.
2. The "working with the agent flow" I think should have explicit steps about improving the runbooks as we go. It's paramount to remove trip hazards and not leave them for the next person/agent.
