Make a setting to override or modify inlay hint truncation.

When the VSCode September milestones are completed in October,
VSCode will give the option to change the inlay truncation away from 43.
When that comes, we want to, by default, change that to 0 (to remove
truncation), but allow the user to customize it away from zero.
