Upload layer progress should indicate "Configuring in GeoServer"

After the file is actually transferred to the server and the progress bar complete, its just stuck at 100% for a long time with no indication that something is going on on the server end. It would be nice to at least say something like "Configuring Layer in GeoServer" and even better if we could get the progress from the 12 steps in the rest upload progress or similar.

This will go away in favor of the new importer.
