Add GitHub Action to lint and test all Ansible collections

Automate linting and testing of all Ansible collections in this repository using GitHub Actions. This will help ensure:

• Code consistency (via ansible-lint)
• Functional correctness (via molecule)
• CI reliability across changes and contributions
