Make OSM replication url in env vars

Currently, at OpenHistoricalMap, we are working on running replicate-sequences for our OSMCha instances. Since OSMCha depends on this service, However, it seems that the OSM replication URL is hardcoded, it would be great for future version consider replication file url in the env vars https://github.com/MaZderMind/replicate-sequences/blob/master/index.php#L98

Just to give an heads up - I'm currently on vacation without a PC in reach (a good thing!) an I'll check your comments and requests out when I'm back home. The project is not abandoned, just a little sleepy :)
