[Bug]: User is able to scroll out of the full window mode

Describe the bug

1. Watch a video in default viewing mode while phone is oriented in portrait
2. Select to view the video in full window mode
3. Try to scroll out of full window
4. See that a scrollbar appears but user isnt able to scroll out of full window
5. Change orientation to landscape
6. Try to scroll out of full window again
7. See that user is able to scroll out of full window view

Expected Behavior

User isnt able to scroll out of the full window view

Cant reproduce this upstream. Im unsure about this but IIRC this was at some point addressed upstream so maybe it wasnt applied here?

Same problem on LineageOS 11 with the latest release via Obtainium, when scrolling through the trends page the thumbnails are weirdly cropped because of the bar.
