Forms: Inline the collapse controls #79
Description
As mentioned originally in #16, the section collapse controls are only shown at the top of the form, so are useless when scrolling down the page. Instead, these controls should somehow be made available from all sections - possibly even integrated into the section header, for example as a floating element that does not conflict with the headers.
