Handle error messages when an outage is associated with a reduced branch in N-1 SCUC formulation #1458
Description
Currently the SCUC N-1 formulation just builds the optimization problem iterating through the reduction's mappings.
However, it can happen that the user add an outage supplemental attribute to a branch that is being reduced. In that case, we should display an error or warning message, since the constraints will not be built considering that branch outage.
