ParticipatingNow is still buggy, where some people hold onto the semaphore for too long

We noticed that participating now sempahore was still broken in the Ryan June 2019 study. It was supposed incremented when people are on the participation screen and decrements when they are not (See attempted fixes in #113). There are probably some edge cases not totally resolved in the #113 pull request
