fix testing suite #128
Description
Deliverable: a testing suite that runs with our testing commands; if there is a failure, an issue has been created to understand its root cause
Purpose: once we have a working base again, we can better unit test some more complicated functions (e.g., the use of usersAlreadySubmittedToIncident in checkIfThreshold) or test cases (e.g., the issues with night time spooks)
