Clean up unused code and re-structure integration tests

• After the removal of the JS GUI, there are still residues of the GUI functionality in the server code. This can be removed.
• The testing of the policies must be extended, in order for the TPM's to add test case.

A integration test must be run generically given three inputs:

• The input from EB in JSON format
• A Manage policy in JSON format
• The expected PDP outcome as JSON response

When the expected PDP outcome does not equals the actual outcome of the test, then the test fails.
