After setting vetting-type-hint "Select institution" returns to users institution

When an RAA edits the activation help text (vetting-type-hint) for an institution other than their home institution, after "Save" the "Select institution" drop down box shows the home institution while the Activation help texts that are shown are that of the institution that was just edited.

This leads to a situation where the institution and the help text do not match.

Expected outcome. After submitting the same help text and institution and shown, the activation help text edit screen must not jump back to the user's home institution after a submit
