Upgrade the NetCDF library

Currently, we use NetCDF version 4.3.23 (which is more than 10 years old!). We would like to upgrade this to the most recent version (currently 5.9.1).

Discussed with a colleague who did something similar for FEWS:

Most work was in rewriting the java code because the library code is not backwards compatible.

I tested with the latest version 5.9.1 (https://downloads.unidata.ucar.edu/netcdf-java/).

These methods are deprecated:

import ucar.nc2.NetcdfFileWriter;
import ucar.nc2.Variable;
import ucar.nc2.Attribute;

They are used in a lot of places (both in org.openda.exchange and in model_*\exchange classes). But it seems to be the same replacements in a lot of places.
