Stream Dataset Ingestion

Script that will take a current CSV with latitude and longitude and convert it into geojson file where each feature is a point and the other variables using the header are properties.

Next take the folders and make a tabular data json for each folder and site ID.

Finally upload and create a ingest json file for the data.
