Gather data from NEU for ingestion and display

Currently have a 2D netcdf for Atmosphereic water supply differences between 2020s and 2040s. I created a simple script to convert it into a geotiff for display purposes.

Awaiting more file inputs/outputs for visualization purposes.

#16 has input data being ingested and visualized, waiting for some outputs to visualize but it should be in a similar format.
