Add single/dual point timecode output format at 48/50/60fps

Softwares like AVID MC, or Baselight, displays timecode in single/dual point format at 48/50/60fps, while the frame section keeps the same.
For example, 00:01:00:01 and 00:01:00.01 represents two sub frames.

Timecode like 01:00:00.01 may be confusing when compared to ffmpeg format. Currently the auto mode will recognize such timecode as ffmpeg format. Need to check this out while implementing.
