Community Health Files

While it's just us three (@lishaduck, @ParkerH27, and @EthanA1), it's fine to not have health files. But, should we have more than this, we'll want to have some standard health files to keep everyone in line. A good example (in my opinion) is that of @PHS-TSA - PHS-TSA/.github.
