Allowing Update vote method to delete votes:GSOC

Is your feature request related to a problem? Please describe.
Currently in both updatePostVote and UpdateCommentVote only allows creation and updation of votes.
The deletion should also be possible using update method.

Describe the solution you'd like
While the type of votes is null the backend should try to delete vote for the respective post or comment.
