Item spawns

When a match starts (after warmup), it can take a bit of time for some items to spawn. For example, it takes 10 seconds for the mega to spawn on q3dm17 and about a second for the other items to spawn.

In single player, the powerups like quad spawn right from the start instead of taking 30–60 seconds.

I' m going to have to figure out some good delay times before I modify this one. While it's reasonable to have mega spawn when warmup is over, I don't think the same can be said for powerups like Quad. In a team game, no one should be rushing the Quad as soon as warmups are over for example.

Re-opening to review singleplayer.

If you load a map with powerups like q3dm4 in single player (campaign), the quad is there like any other item right from the start.

Same happens in multiplayer when you have g_warmup 0. The quad spawns instantly.
