Set tag when creating the incarnation, and query incarnation by tag

1. Support to set tag when creating the incarnation.
2. Support to query the incarnation by tag(e.g. /api/query?tag=tag1)

When we create the incarnation，we can set the tag on the incarnation, and then we can query the incarnation by this tag.
