Can't open rtl-sdr device. #10

Hi All,
I'm having trouble setting up Spektrum on a couple Windows 10 1903 machines. I got it working just fine on my desktop, but two different HP Minis are giving me the error "Can't open rtl-sdr device."
SDR Sharp works fine
Reinstalled with Zadig
Installed both x86 and x64 C++ 2012
Confirmed Java versions are the same between the computers
I only see 1 generic RTL device on the working desktop, while on the non-working computers I see two. Both provide the same error message.
Does anyone have advice as to how I can get Spektrum to work with my RTL-SDR on these newly imaged computers? Thanks!
