provide a Zenodo DOI for sasdata

As agreed on by the SasView community, future releases of sasdata will have their own, unique DOIs.

Tasks required:

• Generate a list of contributors to sasdata (this will be different than the list for SasView)
• Start generating new DOIs when a new tag is created (by script or direct means)
• Port the DOI generation process into the CI to automate DOI generation
• Update the README to include the latest citation information
• Update the documentation (and help docs) to include citation information

During the technical meeting, the list of contributors was discussed for both sasdata and sasmodels. The current proposal, which we will present at the next biweekly meeting, is for sasdata and sasmodels to have separate lists of contributors.

For sasdata, because the repo was created by branching off a subset of code from sasview, the list of contributors should be more than just the list of people listed on github. Contributors should also include the original members of the DANSE project, all of whom contributed to this repo in some way.
