Add function to place new layer/groups at bottom of existing layers instead of always on top

Feature request:

Implement user interface and a function to add groups/layers from qlr file either on the top or in the bottom of existing layers in mapper window.

Probably with a toggle button "Top" / "Bottom" alongside other button/edit field in qlrbrowser dialogue
