StackStorm v3.9 release
Carlos nzlosh has updated the st2ci/st2cd e2e test workflows to the point the st2test repository is now cloned onto the VM under test. The st2test repository has been unmainted for many years and it requires python pinning and code fixes for it to run on the newer versions of Python on Ubuntu 22.04. So progress is being made, but more work is required to bring the release process up to date and ready for the v3.9 release.
Jake skiedude has completed checking the auth/rbac backend tests and PRs are open and waiting for review.
