After updating to Typo3 13, it is not possible to switch to the Admin Tools areas in the backend.
I receive the following error message:
Verification failed
Confirmation has expired. Please try again.

I suspect it is some setting in the form token.

I previously upgraded from Typo3 11.

The user has admin rights, and I have logged out each time.
I can access it via install.php.
Unfortunately, I cannot select the extensions, as access only works via the backend.

Hi, i had the exact same problem.
one of my collegues had the same issue and fixed it temporarily with an workaround.
in cms-backend/Classes/Security/SudoModule/Access/AccessStorage.php in method commitItems try this:

$this->getBackendUser()->setAndSaveSessionData($sessionKey, json_encode($items));
add the flag JSON_INVALID_UTF8_IGNORE to json_encode() like so:
$this->getBackendUser()->setAndSaveSessionData($sessionKey, json_encode($items, JSON_INVALID_UTF8_IGNORE));

For me, it fixes it temporarily. we are not sure if it is core bug or a problem on our side. But it worked directly.
