The SOMA superbuild was replaced by vcpkg (single-cell-data/TileDB-SOMA#4294). I'll need to update the build scripts here accordingly

I followed the advice in the dev docs README to add -D TILEDBSOMA_FETCH_VCPKG=ON --preset vcpkg to the configuration step, but the build step still failed to find spdlog. My attempts are in the branch jdb/soma-vcpkg
