Script for add research highlights block

• Add new script to wp-scripts utils directory, which will insert the new research highlights block into all existing person pages if it doesnt already exist. AI will be very helpful here.
• It can then be run from a utility service (like backup) with the wp cli eval-file command
• put bulk of work in a method on the UCDLibPluginDirectoryPeople class, and then simply have the cli script call it.
• print status of call e.g. number of people updated/skipped
