add participatory data

The data includes:

1. Vacant Buildings (commercial, residential, mixed use, industrial)
2. Vacant Lots & Parking Lots*
3. New Development & Industrial Conversions
4. Geotagged Photos**

* Some vacant lots were mapped even when being actively used as gardens or storage, this seems misleading / confusing.
** Still need to figure out who has these (resolved)

To Do:

• Format data for tax lots
• Format georeferenced photo data
• Build UI that toggles the above two layers
• Code logic for loading and toggling data
• Integrate data & functionality into current map
