[FEATURE]: Add xpu vllm docker

Overview:
Add xpu vllm docker file and adjust build.sh to enable xpu on dynamo

Details:
Add --enable-xpu to container/build.sh
Create folder container/xpu and include xpu docker files, required patches, launch messages, etc.
It can generate dynamo-xpu docker image which can work with dynamo operator.

" @zxue2 That 4k line patch file looks like it's from an internal project. Dynamo does not use buildkite, does not have files test_correctness_sliding_window.py, test_ipex_quant.py, etc."

[XZ]: Sure. What about placing vllm-xpu patch at some intel public space and wget it and apply it to docker file?

"The UCX changes should be submitted directly to UCX."

[XZ]: Yes, it's in plan and needs to take some time. Can we have similar way like above?
