Dashboard: Ticket Query - Select Box Empty on fresh install

When trying to add a Tickets Block to a projects dashboard the select box (where you select the query_id which defines what kind of tickets you wanna query) has no entries, the log says these things but I think they're unrelatet.

After I click on Administration and then on load default data (which mostly relates to groups and permission roles, i think) the problem disappears.

The same issue arises when migrating a redmine 3.5 (mysql) Database to redmine 6.0 with additionals. In that case I can not just click on "Load default data".

I am on Redmine 6.0 and have the no other plugins installed.

Any Ideas what could cause this?

The Problem was the queries table. It needs to be populated by additionals. This is language specific so probably that's the reason why rake migrate isn't set to do the job. Is there another rake task to do this? Can it be added to the install instruction in the Readme? This kept me busy for allmost a whole day.
