[Failing Test]: The Build python source distribution and wheels job is permared

What happened?

It looks like it is failing on mac, see https://github.com/apache/beam/actions/runs/8848440663 for an example. I'm guessing this may be because of the github hosted runners changing mac versions recently

I mitigated this with #31115 - we may eventually want to upgrade off of that mac version, but by that time we'll also want to be off of older python so this problem may go away

This becomes more urgent. Build wheels workflow currently failing: https://github.com/apache/beam/actions/workflows/build_wheels.yml

"This is a scheduled macos-13 brownout. The macOS-13 based runner images are being deprecated. For more details, see actions/runner-images#13046."

This workflow is also run as part of building release candidate. Add as a release blocker for now.
