Fixes Issue #34154 by improving BigQueryServicesImpl.insertAll to route non-retryable errors (e.g., 400) to failedInserts and retry transient errors (e.g., 429). Added InsertBatchofRowsCallable for batch inserts with error handling, deduplication, and metrics.
