Full support for Hive metastore catalog #1893

What's the feature are you trying to implement?
Problem
Right now the HMS catalog implementation is lacking some of the core features and there are others that are nice to have. Specifically, update_table and register_table and hive muticatalog support.
Plan
- implement update_table with support for both locking and optimistic flows
- implement register_table
- implement explicit catalog support
