Toggling a utility class doesn't toggle all the rules in the list that it provides #1
Description
It is confusing that if you toggle a rule in the list it will toggle the class on the element but it will not toggle all the rules that this class applies.

In this example I expected that all the rules that gl-heading-1 adds will be unchecked as soon as I uncheck any of them.
