Cloudfront - multi-tenant - listCertificates doesn't output certificates created by Cloudfront

Describe the bug

Hi,

After I create a new tenant with certificate, I like to get the certificate ARN by using listCertificates().
But this method doesn't output certificate that created using Cloudfront - multi-tenant

Regression Issue

Expected Behavior

Get all certificate including the Cloudfront certificate

Current Behavior

It output only certificate that doesn't created using Cloudfront

Reproduction Steps
