Add a generic image that is "latest"

It would be great to have a `linuxmintd/mint` image on docker hub that's always "latest". A few weeks ago that would've been `mint19.3` and now it's `mint20` but I'd just like to always be able to run my CI against a docker image that I know will represent the "latest" Mint.
