[localization-editor] Build with redundant resources

• Development language: Chinese
• Other language: English
• Chinese asset(sprite frame): logo.png
• English asset(sprite frame): logo_en.png

Build in Chinese: There are only Chinese pictures in the package

But if you build it in English, the Chinese pictures will still be included in the package.

This will seriously affect the package size.
