Toyota: remove disconnected DSU support

The data is telling. Not many users are using this feature, and the few that are are experiencing faults due to openpilot's slow startup. This is because the PCM expects to receive ACC_CONTROL messages in a timely manner after ignition, but openpilot is busy doing its fingerprinting. Only after the fingerprint has been cached and the user leaves their car off for 5 minutes does it sometimes work. At least this was the state 4 years ago.

A better replacement for this would be to disable DSU like we do radar.
