RISC-V support

Description

Linux distributions (such as Fedora and others) are actively working toward fully supporting RISC-V. Since RISC-V is supported and defined in the UEFI specification and Linux distributions use UEFI for RISC-V, it would be great if Sprout can also support RISC-V as a target.

We have kernelci supported for OS and bootloader testing. If this needs CI for adding RISC-V support, we can set it up and provide the CI for testing.

I suspect the challenge here is that RISC-V isn't supported for the UEFI target in the Rust compiler.
