fails to play hevc video converted to h264 in chromium #398

Super weird one here I know, it seems as though this driver is unable to play a video of mine which have been converted from hevc to h264 using ffmpeg. I noticed this when trying to send a gaming clip to a friend, and on my side the video went beserk only 2 or 3 seconds in. Here is the video: https://files.catbox.moe/12elnq.mp4

When playing it without any form of hw decoding running, the video plays fine. It also plays fine on mpv. However stuff becomes weird with the driver running. On firefox, the video freezes at about 2/3s. It recovers and continues to play the rest fine. On chromium / electron however, the video starts repeating a series of frames from the beginning of the video, as the progress bar and audio continue playing. Trying to skip through the video, pause / play, doesn't help.

No errors seem to appear in NVD logs so I'm not sure where the issue arises here. Playing this on my AMD powered laptop with hw decoding works fine without a hitch.
