Create project plan to learn how to create a database

Part of Javascript's Objective C: Able to communicate their understanding of how modern web applications work in the industry is to learn how to use a database. Similar to the chat bot, we should create a project plan that allows mentees to setup their own database and create a web app that allows users to read and write to the database.
