If Heka-Bogotá targeted December 2026 (need testnet releases by October) could FOCIL be implemented alongside 6 second slots, or do they need to be separate headliners with one of them in I-star upgrade targeting June 2027?

@abcoathup We don't even know when Glamsterdam will come out of the door. Another question to frame it would be can 6-second slots be implemented along with FOCIL.
