German Setup produces an error in the review checkout step if "Enable Terms and Conditions" is set to "No". #197
Description
If you disable terms and conditions by setting
System > Configuration > Sales: Checkout > Checkout Options > Enable Terms and Conditions = No
the last checkout step "review" does not load because of German Setup. Seems like this case have not been considered. The working solution would be to disable each condition in Sales > Terms and Condition.
Why would one disable conditions in a german shop? Because one might replace the check boxes with a short static block text to save the customer some more clicks.
